Payroll Compliance Across Borders: Running Payroll for Teams in Canada, USA and United Kingdom

Three countries, three complete rulebooks

Payroll looks universal — gross pay, deductions, net pay — until you cross a border. Canada wants CPP, EI and income tax remitted on schedule with T4s each February. The US layers federal, state and sometimes local withholding with quarterly 941s and year-end W-2s. The UK runs PAYE in real time — reporting to HMRC every time you pay anyone — with P60s closing the year.

Each regime is manageable alone. The trouble starts when one growing company touches two or three of them at once, and the founder becomes the accidental compliance department.

The platform does the filing; someone must do the thinking

Modern payroll platforms — Gusto, ADP, QuickBooks Payroll, Wagepoint, Rippling, Payworks, Ceridian Dayforce, Deel and peers — genuinely automate the mechanical layer: calculations, remittances to tax authorities, and year-end forms generated from the year’s data. That automation is real and worth using.

What platforms cannot do: know that a new hire is set up in the right jurisdiction with the right deductions, catch a benefit that should be taxable, notice a contractor drifting into employee territory, or verify that payroll actually ties to the books each month. Every payroll horror story we have cleaned up ran on excellent software configured or supervised badly.

Employees vs contractors — the border-crossing trap

The classification question gets sharper internationally. A ‘contractor’ working full-time, exclusively, under your direction can be an employee in the eyes of the CRA, IRS or HMRC — each with its own tests and its own penalties for getting it wrong, including back taxes the employer never withheld.

When engaging people across borders, get the classification and structure confirmed before the first payment, not after the first tax notice. This is one area where an hour of proper advice is absurdly cheap insurance.

A monthly rhythm that keeps you clean

The compliant companies share a routine: every pay run reviewed before release by someone who understands it; payroll journals posted to the books each month and reconciled to platform reports; remittance confirmations checked, not assumed; year-end forms reviewed before issue; and one calendar holding every jurisdiction’s dates.

It is unglamorous, takes discipline rather than genius — and is precisely the kind of work worth delegating.
